About Us

The Guam APEX Accelerator (formerly Guam Procurement Technical Assistance Center (PTAC) was established on Oct. 1, 2008, and is funded in part through a cooperative agreement with the Department of Defense.

 


 

Boris Hertslet is the Program Manager for the Guam APEX Accelerator. Mr. Hertslet has over 30 years of business experience. After 20 years in the private sector, managing businesses in various industries (Automotive, Environmental Consulting, Grocery, HVAC, and Restaurants), Mr. Hertslet started as a Procurement Counselor with the Guam PTAC in 2009. In 2013, he was promoted to Program Manager of the Guam PTAC. Mr. Hertslet has a BBA in Accounting and a Professional MBA, both from the University of Guam.
 


 

Victoria Villanueva is a Procurement Counselor with the Guam APEX Accelerator. Ms. Villanueva has many years of experience in the private sector through various roles encompassing tourism & hospitality, project management, and business administration. Ms. Villanueva has a Bachelor’s in Business Administration from the University of Guam.
